The rules of Match Play 21 are quite different from your normal version of blackjack, to say the least. It's an eight-deck game, but the decks consist of only 48 cards apiece. Why 48 cards? You can split any pair, and double down on any two cards. Re-splitting is allowed just once, and you are allowed only one hit to any hand that is doubled. You can draw to split aces of you like.
Late surrender is certainly allowed. This rule in blackjack, in case you're not familiar with it, allows you to save half your bet when you have a lousy enough hand and it looks as if the dealer is going to have a good hand. When we use the term "late" we mean that in cases where the dealer has an Ace showing, you have to wait until he checks the hole card before exercising surrender.
When you play Match Play 21 and are dealt a 6-7-8 of the same suit, or a 7-7-7, you will paid at a 2-to-1 rate. When you get those hands with mixed suits you'll be paid 3-to-2. If you have a suited 7-7-7 hand (remember that there are eight decks in this game) and the dealer also has a seven showing, you are going to 40-to-1 for your 21. That's called a "Match Play 21" and that pays out huge!
You're going to get paid a premium on multiple-card hands that add up to 21 as well. Five cards pays 3-to-2, while six cards is a 2-to-1 payout. In the unlikely event that you are able to out together a seven-card hand that adds up to 21, that is going to bring you 3-to-1, which may not be what it's worth, but is nice all the same.
